Biography: The only child of Mitchel and Faith Carson. At the age of sixteen Penelope was involved in a horrific car accident that killed her parents. After a year in foster care, Penelope took off traveling the world on her own. She would find odd jobs here and there trying to find a place in the world never staying in one place to long.

She met Jack Parker when she ended up in Saunders Bay one summer. He was smitten from the start, but she was hesitate since he was a couple of years younger and just out of high school. Once she agreed to go out with him sparks flew and they were married a short time later.

After a few years into their marrige she was bored with the married life and began an affair with Charles Reed. Just a few months after she had Paige and Luke, she found out she was pregnant once again, but this time she knew who the father was - Charles Reed.

Knowing full well that Jack would never forgive her, she left Saunders Bay pregnant with another man's child. Through the years she raised her daughter alone while Jack raised the rest of her children. Penelope never told April she had other siblings or about who her father was. After twenty years Penelope comes back to Saunders Bay with April. Will her family welcome her back?
