Biography: Charles is the oldest living relative of Ian Saunders, the man who founded Saunders Bay. Charles' mother was Ian's great-granddaughter. Because of this knowledge Charles' family is prestige and weathly. He is an attorney and does a lot of business with Benjamin Donnelly, the most hated man in Saunders Bay.

Charles' wife, Jezebel, was a fragile woman throughout their marriage. When he had an affair with Penelope Parker, Jezebel was institionalized. Jezel was released a few months later, but when she found out about his affair, she committed suicide.

Trying to save his sons from even more embarrassment, he paid Penelope to leave town when he found out she was pregnant with his child. The past twenty years he has sent money to Penelope and April.
